Most municipalities have a two tier billing system for water. The property is billed for the water that is consumed as well as for water discharged to the sewer system. Generally the municipality assume that 75% of the water going through the water meter is discharged into the sewer system and then they charge you a cost per kilolitre for that water discharged.
Municipalities use the term kl (kiloliter where 1kl = 1000 liters)
Water is billed on a sliding scale. Thus the more you use the higher the rate per kiloliter you will pay.
